Two Amazon delivery contractors in South Gate and Culver City to close, cutting 166 jobs

LOS ANGELES — Two companies that deliver Amazon packages in Los Angeles County plan to shut down permanently this fall, laying off a combined 166 workers, according to notices filed with the state.

The closures are among several layoffs and shutdowns in the county disclosed in recent Worker Adjustment and Retraining Notification, or WARN, filings, the Los Angeles Times reported Friday. California's WARN law generally requires employers to give 60 days' notice before a plant closure or mass layoff.

South Gate: 106 jobs

Capstone Delivery Inc. in South Gate filed a WARN notice Sept. 23 saying it would permanently close Nov. 21, laying off 106 employees, according to the Times. The state filing lists the site at 9350 Rayo Ave. in South Gate. L.A. Business First also reported the closure.

Katia Daher-Anenberg, listed on the company's website as its owner and operator, did not immediately respond to the Times' request for comment.

Culver City: 60 jobs

Culver City-based DLVR, an independent logistics company contracted to deliver packages to Amazon customers, will also close permanently. It filed a WARN letter Wednesday, Sept. 30, and will lay off 60 workers effective Dec. 4, the Times reported. Owner Ian Silverstein did not respond to requests for comment.

Neither company's notice, as described in published reports, gave a reason for closing, and Amazon was not quoted in the coverage. The closures follow similar shutdowns by Amazon delivery contractors in Northern California this year: OnPoint Logistics in San Francisco, which cut 96 jobs effective Sept. 7, and XPress Delivery in Oakland, which cut 80 jobs effective Sept. 9, the Times reported.

Cerritos packaging plant: 45 jobs

In a separate filing processed Sept. 30, McKinley Paper and Packaging Co., a packaging manufacturer, said it will permanently close its Cerritos facility Nov. 30, laying off 45 workers. McKinley is not an Amazon contractor. Its parent company is Bio Pappel, and McKinley lists 17 plants, recycling centers, distribution centers and offices in the U.S., including another packaging facility in Santa Fe Springs. The company declined to tell the Times why it is closing the plant.

Sheriff's sites: up to 145 workers

Constellis LLC, a defense and risk management company based in Herndon, Virginia, filed a WARN notice saying 145 employees at 26 Los Angeles County locations could be affected by layoffs Oct. 31. Unlike the other filings, this one is a warning of possible cuts rather than a confirmed closure.

The affected workers are at sites including an L.A. County sheriff's recruitment and training facility, a special enforcement bureau, multiple sheriff's stations and county maintenance facilities, the Times reported.

"Constellis remains engaged in good faith negotiations," Wendy Stough, the company's senior director of marketing, communications and culture, told the Times. "However, the contract with the Los Angeles County Sheriff's Department is approaching the end of its current contract term, and a WARN notice is required to ensure employees receive appropriate advance notice should staffing impacts occur."

The bigger picture

Despite the cuts, L.A. County's seasonally adjusted unemployment rate fell to 5% in August from 5.3% in July, according to the state Employment Development Department. That compares with 5.1% for California and 4.1% for the U.S. Between August 2025 and August 2026, the county lost 3,800 manufacturing jobs, 2,600 in trade, transportation and utilities, and 5,700 in professional and business services, the Times reported.

Workers who receive a layoff notice can find information on unemployment benefits and retraining through the EDD and America's Job Center of California offices.
